Navigating the Gateways
Across the event discussions, delay through Gateway 2 presented as a consistent challenge, often driven by poorly coordinated submissions. It was recognised that early collaboration before design is key in preventing rework and delays.
Pre-Construction Service Agreements (PCSAs) support this by enabling early surveys, managing risk, and strengthening collaboration ahead of contract award, helping to build a robust Golden Thread and a high-quality submission.
While the regulatory system is still evolving, there have been strides to improve progression through Gateway 2, with increased BSR resourcing helping to reduce bottlenecks. As projects enter Gateway 3, concerns were voiced around potential repeat of the delays experienced in Gateway 2.
